How to create a new sub-forum?

There are currently three sub-forums. I've looked at the admin panel and been scared by my potential power, but can see where to create another sub-forum. I also wonder how many levels are allowed…

Ah! I've just noticed that though there a re few posts, there are <s>apparently no "discussions"</s>. So I guess that's a level.
